Issue descriptionChrome Version: 57.0.2953.0 Revision 5cc5609d072e90e2b1fe5d9de04bf00d45c5a5c6-refs/heads/master@{#438989}(32/64 bit) OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) Pre-condition: Change browser Font size to 'Very large' from chrome://md-settings What steps will reproduce the problem? (1) Launch chrome, navigate to http://www.orimi.com/pdf-test.pdf (2) Press 'Tab' key upto focus reaches to 'Rotate clockwise','Download' and 'Print' (3) Observe focus highlight on it. Actual: Focus highlight is not seen properly on 'Rotate clockwise','Download' and 'Print' Expected: Focus highlight should seen properly on 'Rotate clockwise','Download' and 'Print' This is a non-regression issue, seen from 'M-47'

I think the issue is that the image is not centered in the highlight circle.

I agree with comment 2. Also, the bug is labelled as a regression even though the bug report says not a regression.
