NTP is completely empty on first run.

Chrome Version: Canary 57.0.2952.0
OS: Android (Nexus 6P).

What steps will reproduce the problem?
(1) Clear Canary's data (through Clear All Data);
(2) Start Canary;
(3) "Accept & Continue";
(4) "No thanks";

What is the expected result?
NTP with search box and Google logo;

What happens instead?
Gray page without anything (see screenshot attached).

I was able to reproduce (4/5) (both with killing Canary before step (1) and without).

When I block the screen and then unblock it, everything is drawn ok, but still completely unresponsive.

In addition to the previous comment, three dots menu leads to voice search and tab switcher (1 in a square) brings keyboard.
