Incorrect z-index for overlay scrollbars

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Example URL:
http://us.24h.com.vn/the-gioi-thoi-trang/mac-dep-dip-noel-voi-uu-dai-lon-nhat-tu-aristino-c672a840973.html

Steps to reproduce the problem:
1. open the website.
2. scroll to the end of the page
3. click on the last search input box
3. popup a calendar belowing the scrollbar which is belong to the other div.

What is the expected behavior?
The overlay scrollbar should not over the calendar which is popup.

What went wrong?

Does it occur on multiple sites: N/A

Chrome version: 55.0.2883.87  Channel: stable

Unable to reproduce this issue on Windows-7,10 using chrome latest stable M55-55.0.2883.87  by following steps mentioned in the original comment. Observed no overlay of the scroll bar is seen on the calendar. 

zhuoyu.qian@ Are you able to reproduce this issue consistently including incognito mode? Could you please confirm is this issue is specific to any hardware devices?

You should enable #overlay-scrollbars on chrome://flags/
Then the bug can be reproduced.

Overlay scrollbars feature is hidden in chrome://flags for the exact reason it's still buggy.
I encountered this bug too, and several others, which is why I've disabled the feature.
