Regression:Unable to scroll using the continuous hold of mouse click in Network tab.

Issue description

Chrome Version: 57.0.2952.0 dev 
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings .
(2)open Dev tools->network tab and Hit f5 .
(3)Click and hold top arrow(Don't remove hand over mouse)and observe(Please refer video).

Expected: Able to scroll using the continuous hold on top arrow .
Actual: Instead unable to scroll using the continuous hold on top arrow .


This is a regression issue broken in M-56.

Issue is not seen in windows env.

Able to reproduce the issue on the latest M-57(57.0.2953.0) of Linux Ubuntu 14.04. Somehow didn't see this behavior with the same chrome version on Mac OS 10.12.2.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2912.0 (Revision - 430205).
Bad build: 56.0.2913.0 (Revision - 430459).

You are probably looking for a change made after 430357 (known good), but no later than 430358 (first known bad).

Unable to reproduce the issue on Linux Ubuntu 14.04 using chrome version 57.0.2978.0.
