Settings page cannot be opened after relaunch

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0.14393; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2950.4 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Install Chrome Dev and open settings (material settings page) and search for "crash" from search box.
2. Change "Send Crash reports" setting to true and click RELAUNCH afterwards 
3. Chrome restarts and trys to open "chrome://settings/?search=crash"
4. Message is:
This site can’t be reached

The webpage at chrome://settings/?search=crash might be temporarily down or it may have moved permanently to a new web address.
ERR_INVALID_URL

What is the expected behavior?
- "chrome://settings/?search=crash" should be open

What went wrong?
This site can’t be reached

Unable to reproduce the issue on Windows-10 using Chrome stable version 55.0.2883.87 and canary 57.0.2957.0 as per comment#0.

Note:
Unable to find the RELAUNCH button which is mentioned in step-2 .

Please find the attached screen-cast and could you please let us know if anything missed here to reproduce the issue.

- in your settings you have to change setting to false (remove tick) and then relaunch appears.
(in my settings it was not enabled to i had to enable it by clikcing then realunch)

Unable to reproduce the issue on Windows-10 using Chrome stable version 55.0.2883.87 and canary 	57.0.2971.0 with the steps mentioned above.
Please find the attached screen-cast for reference.
Reporter@ could you please check in a clean profile without any apps and Extensions and let us know your observations if the issue still persists.
