Add release android arm clang tot bots, and some arm64 bot too

That should give us some more coverage for codegen options at least somewhat similar to iOS, and we don't currently don't test any of SelectionDAG due to all android tot and clang/android trybots building in debug mode.

I'll do this tomorrow morning.
