Yea, it's that change - Chrome will no longer talk to HTTP/0.9 on non-standard ports, due to a security issue. Media server should either be switched to port 80, or switch to using HTTP/1.x.
So streaming ports now must be 80 in chrome? I need to tell the admin of the server if so.

Comment 7 by mmenke@chromium.org, Dec 16 2016

No, servers must either use HTTP/1.x (Or HTTP/2.0) on any port they want. Or they can use HTTP/0.9 on port 80. The only thing they can't do is use HTTP/0.9 on any port other than 80.
