document.createEvent('PointerEvent') now throws error

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36
Steps to reproduce the problem:
1. Open up chrome dev tools console
2. Type document.createEvent('PointerEvent')
3. You will see "Failed to execute 'createEvent' on 'Document': The provided event type ('PointerEvent') is invalid."
What is the expected behavior?
Should work like it did before.
What went wrong?
Console error, numerous drag drop plugins not working now.

Able to reproduce the scenario, tested in windows 10 with chrome version #55.0.2883.87. Observed the same behavior on M45-45.0.2454.101 Attaching the screen-cast for your reference. Could you please look into it and let us know the expected behavior.

This was an intentional change in https://codereview.chromium.org/2210253002/ and happened before Pointer Events was shipped. Did this change break some code in the wild? It should never be necessary to use createEvent, as PointerEvent has a constructor.
