Verify SafeBrowsingExtendedReportingOptInAllowed works on intersitials

Issue description

The setting should let enterprise policy _disallow_ checking the box,
which means we shouldn't show it on interstitials. It might do that already.

Verified the behaviour, which sounds like it's working correctly. Nathan: please reopen if you disagree this is WAI.

When SafeBrowsingExtendedReportingOptInAllowed is set to FALSE:
- the checkbox is not displayed on any interstitial
- the user's SBER pref value stays the same (ie: they are not opted-out of SBER just because the ..OptInAllowed pref is false).
- no extended reports are sent, regardless of the user's SBER pref setting (eg: ..OptInAllowed takes precedence).
