Don't trigger click on recently-changed element

Project Member Reported by rsch...@chromium.org, Dec 15 2016

Issue description

1. Open deviantart.com on mobile for the first time (or use incognito, or whatever)
2. *As soon as* it's visible, tap on the "person" icon in the upper right, ideally to open the login panel
3. A native app banner pops down from the top, and steals the tap (even though I'm *very* sure I'm tapping before it's visible) redirecting you to the Play Store and just all-around producing a terrible experience

I think in this case, the banner is either present but invisible, or we just haven't rendered it. Either way, it's a case for not triggering clicks on things that just changed in some way.

Unfortunately, this doesn't use an iframe for the banner, so our initial proposed solution won't help with this. We can keep this in mind for a v2 though if we sucessfully get v1 out there.
Yeah, I thought about that after filing the bug.
