On Startup ignores setting and automatically uses 'continue where I left off'

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Load Chrome 2. Set On Startup to 'Open the New Tab page' 3. Close Chrome 4. Reopen Chrome What is the expected behavior? When I set my On Start to New Tab I am expected to have a new tab and no windows that I left open when I closed chrome previously. What went wrong? Every time I set my On Startup setting to 'Open the new tab page' I still get the same page when I close chrome. I tried setting 'Open a specific page or set of pages' and set the URL to 'chrome://newtab/' I still get the same tabs that were last open. Did this work before? Yes 54.0.2840.99 m Chrome version: 55.0.2883.87 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 24.0 r0

Unable to reproduce the scenario, tested in windows 10 with chrome version #55.0.2883.87. Observed that "On startup" settings is working as expected. Attaching the screen-cast for your reference. Could you please try the same scenario with the a clean profile with no apps/extensions and let us know your observations
