Alert on an increased (non-infra) failure rate for CQ bots

Who to send alerts to? cit-android? chops-mobile (if it ever becomes a thing...)? Probably not troopers, since infra-as-a-whole only cares about real-infra failures.

cit-android seems like an ok place to start. We can revisit when new mailing lists come around.

Ben: we recently introduced a 'consecutive failing build' metric which should reliably show failures. Should be useful here.

Ben, do you need "consecutive failing build" (that stip@ mentioned) in LUCI? This feature was lost with LUCI migration.

Summary: Alert on an increased (non-infra) failure rate for CQ bots (was: Alert on an increase failure rate for android CQ bots)
Would still be useful for CCI troopers IMO (but likely a low pri). I'll look into putting something together using our monitoring configs when I get a chance.
