Chrome EC: Add I2C stress test in ectool

Reported by vijay.p....@intel.com, Dec 15 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
Add the i2ctest console command to ectool because of the following reasons

Untriaged it so that it gets addressed.

I'm re-assigning it because DevTools is the user-facing developer tools for web developers and it sounds like this is a request for an internal developer tool.
