With 2.5 DSF scrollbars are larger than native (and look huge..)

Issue description

Chrome Version: 55.0.2883.87
OS: Win10

What steps will reproduce the problem?
(1) Go to website with scrollbars (crbug.com for eg.)
(2) Look at them

What is the expected result?

They're normal size.

What happens instead?

They're very large.

They are the same size inside edit fields such as this one. However on gmail they are much narrower and look fine (they are CSS styled there).

yes, it does look like bigger than cros.

Hm actually in that screenshot notepad is 42px and chrome is 42px. So maybe it's my eyes fooling me, and we shouldn't change them. They're bigger than I'd expect but then so are the native ones...

ChromeOS and Windows go through different codepaths to size their scrollbars, so it's possible they're just different. As far as I know neither has changed recently.

If that's same as native UI, then it's probably expected. For css styled scrollbar, application can do all sorts of things using media query, so I won't be surprised even if they're different from builtin scrollbars.
