With 2.5x DSF, dropdowns on crbug are too small

Issue description

Chrome Version: 55.0.2883.87
OS: Win10

What steps will reproduce the problem?
(1) Go to crbug.com
(2) Look at the search dropdown
(3) Also, click it.

What is the expected result?

1. The search dropdown and its text should be roughly same scale as the surrounding text.
2. The dropdown should have a bevel around it.

What happens instead?

1. It's much shorter with smaller font.
2. The bevel is offset down/right,so the bottom-right edges do not have a bevel, and the top-left edges get a black line then bevel inside that. (when i screenshot the black line turns white tho which is less noticable.)

The bevel being incorrect is tracked at bug 612270.

Font issue seems to be windows specific. bsep@ can you look into font side? 
I'll look into bevel issue.

Font-size of "Search" label is 13.12px, and font-size of the <select> is 12px.  I think the difference is expected.

Correction.  Actually, it's too small even for 12px.
Anyway, this is a same issue as  Issue 674663 .
