Issue description

Add policy to control whether mixed content (http+https) content is displayed.

This should mirror the command line switch --enable-strict-mixed-content-checking.

Could you explain more the feature request for it?

The flag right now treats 'optionally blockable' content as 'blockable', whereas right now, Chromium's default is "don't block". That is, it turns on the strict checking - it doesn't weaken the current checking.

The way the request is described suggests the flag may be desired to weaken (that is, treat blockable content as "don't block"), so it'd be useful to understand more how those two sentences relate and make sure it's the same as what's asked for :)

Mike, I think it is indeed meant to strengthen the default behavior to be restrictive towards mixed content.

This request comes from a customer that would rather disable mixed content.

As an extension to that one can have an exceptions list (e.g. another content setting type policy).
