Issue descriptionAdd policy to control whether mixed content (http+https) content is displayed. This should mirror the command line switch --enable-strict-mixed-content-checking.

Mike, I think it is indeed meant to strengthen the default behavior to be restrictive towards mixed content. This request comes from a customer that would rather disable mixed content. As an extension to that one can have an exceptions list (e.g. another content setting type policy).
