Provide touch only entry points for OOBE options

Issue description

We should allow users who use convertibles to go through OOBE without having to unfold the device. 

Some things that will need a gesture:
- Enterprise enrollment
- Skipping Dev Mode
- Disabling Dev Mode
- Loading console
- Hotrod enrollment
etc.

zalcorn@ Could we aim at fixing this by M59?

One pager with capabilities listed is go/cros-touch-oobe
However, this only covers those things in OOBE itself. I'll try to expand it to include Dev Mode, OS verification, etc.
For implementation, does dev mode type work go to rkc's team or someone on platform?
