Opacity on inline is ignored on floating descendants

Project Member Reported by wangxianzhu@chromium.org, Dec 15 2016

Issue description

<span style="opacity: 0.2">
  <div id="blue" style="width: 50px; height: 50px; float: left; background-color: blue"></div>
</span>

The floating object is painted fully opaque, regardless of the opacity.

Edge, Safari are same as Chrome. Firefox respects the opacity.

This might not be a task for SPv1, but might be a candidate for SPv2.

If we add position: relative on the float, the float will be painted correctly, but the float may be painted at wrong offset if the inline also has an relative offset from the containing block.
