allow JS to copy image only with execCommand('Copy')

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36
Steps to reproduce the problem:
1. select a image element.
2. run execCommand('Copy')
What is the expected behavior?
content with image format (png, jpeg) be copied to clipbaord
What went wrong?
image within a html format copied to clipboard
Did this work before? N/A
Does this work in other browsers? N/A
Chrome version: 54.0.2840.99 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0
Most drawing applications don't support HTML format which means you can not copy image using JavaScript.
Chrome in this case should copy image format to local clipboard or support APIs like createControlRange in IE:
