[Feature request] Create a new desktop for a full screen video

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Steps to reproduce the problem:
1. Open a youtube video on a mac 
2. Make it fullscreen
3. swipe left (use ctrl + left arrow)

What is the expected behavior?
I'll get back to the Browser window w/ all the tabs open so I can still work inside the browser w/ the video playing in background.   

What went wrong?
The fullscreen doesn't produce a new desktop w/ the video. This should be like in Safari.

Did this work before? N/A 

Chrome version: 55.0.2883.75  Channel: stable
OS Version: OS X 10.12.1
Flash Version: Shockwave Flash 24.0 r0
