Regression : 'Connecting..' text is seen Twice on connecting to Wi-Fi |

Issue descriptionChrome Version: 56.0.2924.27/9000.28.0 Beta-channel Daisy,Mighty,Peppy and Candy OS: Chrome What steps will reproduce the problem? (1)Sign into User ->Click on Uber Tray (2)Now Select 'Network' option -> Select any Wi-Fi network and observe 'Connecting..' text is seen twice while connecting to any Wi-Fi Network (Please refer screenshot) Expected: 'Connecting..' text should be seen only once Actual: Instead 'Connecting..' text is seen twice This is Regression Issue as same is working fine in 54.0.2840.101/8743.85.0 stable channel butterfly. @tbuckley: Please confirm the Issue
