Issue descriptionChrome Version : 57.0.2952.0 (Official Build) 199daadb512fd39c2c8c3e56f536acb7eb941fb4-refs/heads/master@{#438707} 32/64 bit OS : Mac(10.11.6, 10.12.1, 10.12), Windows(7,8,8.1,10), Linux (14.04 LTS) Test URL : https://www.flipkart.com/ What steps will reproduce the problem? 1. Launch chrome, navigate to above URL, right click in omnibox and select ‘Edit search engines’ option from context menu. 2. In ’Search engine’ overlay, make “flipkart.com” as default search engine and click on ‘Finished’ button (chrome://settings page appears). 3. Now in ‘Search’ section, click on search engine drop down list and click on “Google”. 4. Again click on search engine drop down list and observe. Actual : Newly added default search engine (flipkart.com) disappears from list after settings “Google” as a default search engine. Expected : Newly added default search engine should not disappear from the list after changing default search engine. This is a regression issue broken in ‘M-57’, below is the Manual Regression range and will soon update other info. Good build : 56.0.2924.0 Bad build : 57.0.2925.0

I think it is supposed to disappear based on the requirement of that CL. It is a behavior change that because flipkart is a "custom" search engine, so it will be removed if it is not the default provider. Basically, the drop down list displays the items in the top list of default engine setting page.
