I have no idea why it became flaky.
Looks a layout issue.

Rebaseline of menulist-appearance-rtl.html

Now the test always fails on Windows 10 bot. We need to do rebaseline to
see if the test is flaky or not.

After the rebaseline, no failure happened in the last 94 builds. We should remove the flaky expectation.
