Issue descriptionChrome Version:57.0.2952.0 (Official Build)199daadb512fd39c2c8c3e56f536acb7eb941fb4-refs/heads/master@{#438707} (32/64-bit) OS:Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://md-settings/content/flash (2)Click on 'add' under block section and enter http://www.vudu.com/ (3)Navigate to http://www.vudu.com/ ,click on any video such that plugin block bubble appears and click on 'manage plugin blocking' from bubble. (4)Change plugin exception to 'allow' and navigate to chrome://md-settings/content/flash, observe Actual: Plugin exception remains in block section even if allow option is selected. Expected: Plugin exception should appear only allow section once its selected. This is a regression issue broken in 'M54' and below is the manual regression range: Good Build: 54.0.2824.0 Bad Build: 54.0.2825.0

FYI, I was able to repro this, but it appears intermittently. While it was repro'ing for me, I was able to get this behavior directly in chrome://settings-frame i.e. it exists in the old options: - open the flash content settings - add "asdf" site as Allow - on the next line, add "asdf" as Block - both entries are present even after refreshing the page
