Should fire fullscreenerror event when requestFullscreen is called in an inactive document

In https://github.com/w3c/web-platform-tests/pull/4309 I added the following test which, after adding "webkit" prefixes to the test, times out; the (webkit)fullscreenerror event is not fired.

As it happens there are checks for this in Blink's implementation, so something definitely needs to be spec'd here: https://github.com/whatwg/fullscreen/issues/67
