What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Sources' section and add 'Snippet' so that run snippet play button is seen at the bottom
3. Now drag the 'Snippet' window to RHS such as play button gets hidden and hover the mouse over the blank area,observe

Actual: Unnecessary 'run snippet' tool tip is seen and blank area is clickable when play button is hidden.  
Expected: Unnecessary 'run snippet' tool tip should not be seen and blank area should not be clickable when play button is hidden. 

This is a non-regression issue, seen from M-56 series as 'Run snippet play button' appears from build # 56.0.2915.0
