Regression : Horizontal scroll bar disappears after mouse hover in devtools.

Issue description

Version: 57.0.2951.0 eaf56dab37408dfad3152c5e00092ab99f775273-refs/heads/master@{#438385} (64-bit)
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/languages
2. Now open devtools and go to 'Sources' section and drag the column slightly to RHS.(Refer screen cast)
3. Now hover the mouse cursor over bottom area of 'Sources' window where horizontal scroll bar is seen,observe

Actual: Horizontal scroll bar disappears after mouse hover
Expected: Horizontal scroll bar should be seen properly

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2897.0

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2897.0 (Revision : 426673)
Bad build: 56.0.2899.0 (Revision : 426989)

You are probably looking for a change made after 426980 (known good), but no later than 426981 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Just for update, Still able to reproduce the issue on windows-7, Mac-10.12.2 using latest chrome canary version 57.0.2982.0.
