Gamepad API doesn't register button presses.

Issue description

Steps to reproduce the problem:
1. Go to html5gamepad.com or any other site to try the gamepad API.
2. Move the dpad, it should work, press any other buttons, it won't register.

What is the expected behavior?
Buttons should register.

What went wrong?
Nothing happens.

Did this work before? N/A 

Does this work in other browsers? No
 Same behavior.

Chrome version: 56.0.2924.18  Channel: dev
OS Version: 4.4.2 KitKat
Flash Version: Shockwave Flash 24.0 r0

This issue is specially jarring when dealing with webvr as input is restricted to a gamepad.

Unclear what this has to do with WebVR. Are you trying to use a Daydream Controller? If trying to use the Daydream Controller with WebVR, you need to enable the Gamepad Extensions flag in chrome://flags.
I faced this issue while testing a webvr application, but it is not related.

In the html5gamepad.com website, if you press a button the timestamp changes.

sistemas.alfredo, if this is still an issue please re-file and specify the gamepad hardware that is causing the problem.
