Increase overall CQ build timeout

Will be complete after a master restart, so I am marking this as done.

You should leave the bug open until it's actually effective in production (i.e., until the masters are actually restarted). It's easy to forget to restart masters, at which point users might be confused by looking at a "fixed" bug and wondering why they're still seeing timeouts.
