User wishes to send a file created in Chrome, but doesn't want to get the SAVE function.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
1. creates a file from website, ergo., " Reports '
2. <user> choose to export created object
3. <user> only wishes to send this object, but is made to choose to save this object first...User doesn't need to save or review this 'exported' 'Report'

What is the expected behavior?
<user> in an Exchange environment wishes to only export a created file, inside Chrome.  Doesn't want to be hit with the SAVE to <Function>.....I.E. works in this regard, but I.E. isn't stable enough to work with all of his requirements. 

What went wrong?
ONLY gets a Save request when ONLY trying to Export to another group or person

I'm trying to define a way to allow the <User> to export a "Report" that was created on a Website, rather Intranet site, and not be confronted with a Save to: OPTION.   I think Export means to export and not save, then find the file, and email that from the server.  Export to me means, I get an Option of choosing what method, I need to use to deliver this particular "Report".... As mentioned earlier, I.E. does allow to send after choosing this Export option, but it also allows a Save Option....I.E. isn't compatible with All of the <Users> requirements........Chrome is very popular in some Enterprise Environments, perhaps something may be addressed with an Update?
I believe you can do this by setting a "Content-Disposition: inline" header. If Chromium isn't displaying the file when you are sending that header, it may be a bug.
