Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36 Steps to reproduce the problem: 1. Open Dev Tools 2. Open the Animations pane 3. Set an animation speed (like 25%) 4. Refresh the page 5. the animation speed is reset to 100% What is the expected behavior? Animation speed should stay at 25%. What went wrong? The animation speed reset to 100%. It would be nice to be able to test onload-triggered animations without modifying code. Did this work before? No Chrome version: 55.0.2883.95 Channel: stable OS Version: OS X 10.12.1 Flash Version: Shockwave Flash 24.0 r0

Able to reproduce the issue on Mac 10.11.6,Win 10 and Ubuntu 14.04 using 55.0.2883.95/87 and canary 57.0.2952.0. Bisect info: ================= Good:52.0.2719.0 Bad :52.0.2720.0 Unable to get the chomium bisect as all the revisions invoked by the tool were good even after adjusting the revisions.
