migrate common/cast_messages.h to mojo

This includes typemapping to the existing structs and modifying the cast messages to use Mojo instead of IPC

Before starting this work, you may want to sync-up with us. We are planning on a re-organizing a bunch of the media/cast code in Q1 to resolve some "short-term solutions" to problems encountered in recent projects.

Abondoning issue for now since the code is going to be overhauled in Q1 2017.
