Steps To Reproduce:
(1) enable Android apps
(2) Install SafeteyNet Helper Sample (https://play.google.com/store/apps/details?id=com.scottyab.safetynet.sample)
(3) open the app and run the test.

Expected Result: CTS compatibility check successful.

Actual Result: CTS compatibility check failed.

Android apps might fail to run, fragmentation might increase, apps won't be ported to chromebooks.
