Sync is not completely initialized after signing back in after an auth error.

Issue description

ENVIRONMENT and STATS
Chrome version: 56.0.2924.28
OS: All

REPRO STEPS
1. Yesterday installed Chrome (57.0.2950.0) and signed in to Chrome with a test account.
2. Today uninstalled Chrome and installed 56.0.2924.28
3. Opened Chrome and observed that there is a sync error in the profile menu button.
4. Signed back in to Chrome.
5. Open chrome:sync-internals page in a new tab.

ACTUAL RESULTS
Observe that some of the data types are not initialized and showing errors (see the screenshot)

EXPECTED RESULTS
Sync works normally after signing back in to Chrome.

ADDITIONAL INFO
I have also observed the same behavior with corp google account and my personal gmail account.

Patrick recently bumped version number of "Web Data" (https://codereview.chromium.org/2550293002)

I think autofill related datatypes fail because they cannot initialize database.

I don't think downgrading chrome without deleting profile directory is supported.
