SkCanvasVideoRenderer::UpdateLastImage might DCHECK

for many YUV formats, SkCanvasVideoRenderer::UpdateLastImage calls NewSkImageFromYUVTextures.  However, that immediately dchecks if the format isn't NV12 or I420.

we should sort out which ones work, and which ones don't.  update the DCHECK, and maybe not call it if we don't expect it to work.

this P3 bug has been stale for > 1 year. I'll resovle it as won't fix.
