Steps to reproduce the problem:
1. Create an input type of tel or number
2. Use javascript to get the value from the input
3. Update the value to include a non-numeric value
4. Set the value on the input

What is the expected behavior?
The caret moves to the end of the input field.

What went wrong?
The caret will not move to the end of the line and seems to only move the number of numeric values to the right.  eg.  If user enters 123 and we change the value to 12,3 the caret will sit after the comma and not after the 3.

Changing the input type to text fixes the problem but the full keyboard pops up instead of the numeric keyboard.
