What steps will reproduce the problem?
(1)Launch chrome and navigate to https://www.google.co.in/services/?fg=1#?modal_active=none
(2)Scroll down the page and observe the 'Select Language' drop down list.(Kindly refer the video)

Actual:'Select Language' drop down list appears to be misaligned.

Expected:'Select Language' drop down list should appear proper.

This is a Regression issue broken in M-49,below is the Narrow bisect info:
