It is various applications where you can either click a "see more" button e.g. Facebook mobile website on Chrome Beta Ver: 56.0.2924.23 or Wikipedia Beta Ver: 2.4.184-beta-2016-12-14(also other versions previous to yesterdays update), an example of how it affects Wikipedia is attached.

timav@, I tried to reproduce this issue on webview: 56.0.2924.23 on HTC ONE/X9/M and LG V20/N no luck. Not sure this issue is device specific?

My device is a Samsung Note 5. The steps to reproduce on my device are to follow a link which opens in another tab. Use the back button to navigate to the source page. Scrolling then causes the page to snap back repeatedly towards the link which has highlights around it.

From the reports, I don't think it's device specific? Could be a random bug depending on the scenarios? But I've seen it in Chrome Bet and Wikipedia Beta no matter the article or version number. It's mostly contained in apps that use Android WebView (as far as I'm aware anyway)
