Progress spinner jank when attempting to fetch without network

Steps to reproduce:
1) Turn off network
2) Tap the "more" button in the articles section on the NTP

Observed behavior:
The progress spinner appears briefly underneath (!) the footer and then disappears again. Sometimes the footer "bounces" downwards a bit and back.
