Add "3-tries failures" column to dirs flakiness in Chromium Dash with a hint:
 - explain two numbers are "X out of Y"
 - explain that we do not include flakes that may be reliable failures

CHERRY-PICK: pytests: thermal_load: Drop legacy parameter 'sensor_index'.

The migration is finished and the processing of legacy value
sensor_index was buggy so let's just remove the parameter.
