Add ContentSuggestionsService::OnSuggestionOpened and do not expose the ranker and the classifier in the bridge.

Currently OnSuggestionOpened notification is propagated to the category ranker and the user classifier in the bridge, exposing both of them there.
Instead this should happen in ContentSuggestionsService::OnSuggestionOpened.
