OS: Windows 10(Touch device)

Steps:
1. Launch Chrome, sign in to chrome with valid credential and navigate to chrome://history
2. Now click on 'i' (info) iron icon, pinch to zoom and observe.

Actual: 'Showing history from your signed-in devices' tool tip appears weird after pinch to zoom i.e it gets misplaced and gets closed on tapping its scroll bar arrow

Expected: 'Showing history from your signed-in devices' tool tip should appear properly after pinch to zoom

This is a regression issue broken in M-57,below is other info.

Good build: 57.0.2931.0
Bad build: 57.0.2933.0
