[DevTools] 'Profiler' tab doesn't open on selecting 'Show Paint Profiler' option.

Issue descriptionChrome Version: 57.0.2951.0 (Official Build) eaf56dab37408dfad3152c5e00092ab99f775273-refs/heads/master@{#438385} 32/64-bit. OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, go NTP and open 'DevTools' window. 2. Go to 'Layers' section from 'Customize and control DevTools' menu list. 3. Right click on transform to open context menu, select 'Show Paint Profiler' option and observe. Nothing happens on selecting 'Show Paint Profiler' option from context menu in 'Layers' section. 'Profiler' tab (beside 'Details' tab) should get opened on selecting 'Show Paint Profiler' option from context menu. This is a non regression issue, seen from M-57 series, since this is new feature introduced 57.0.2928.0 Kindly review the attached screen-cast for reference.
