Regression : Chrome is not seen synced for the first instance when ChromeVox is enabled

Chrome Version: 57.0.2950/9083.0.0 dev-channel Candy,Mighty,Daisy and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen select ChromeVox(spoken feedback) option from 'Accessibility'
(2)Now Sign into User-> Go to chrome://settings or chrome://md-settings page and observe 'Set up Sync..' Message under People (Please refer video)

Expected: Chrome should get Synced ( i.e.'Signed in as ...' should be seen under people )even ChromeVox is enabled
Actual: Instead 'Set up Sync..' Message under People is seen i.e. chrome is not seen synced

This is Regression Issue as same is working fine in 54.0.2840.101/8743.85.0 stable channel butterfly.

Note: 
1.Sign out the User from Uber Tray and observe 'Error Icon' in 'Sign out' screen.
2.Issue is not seen if we sign in for second time(i.e. In sign out screen enter password and observe 'Signed in as ...'  under people in chrome://settings page )

Sorry to do this, but, this report is fairly old. Does this still repro, like on ~M62? Following the steps at https://chromium.googlesource.com/chromium/src/+/master/docs/old_chromeos_build_instructions.md I cannot reproduce for a build from tip of tree.

If you are able to reproduce, can you attach screenshots of chrome://sync-internals and chrome://signin-internals
