Regression: Unnecessary scrollbar is seen on Autofill dialog box if browser language changed to 'Arabic'

Issue descriptionChrome Version:56.0.2924.28 (Official Build) 5079bb60c246eb7de76df56f3335ef542f87c4c3-refs/branch-heads/2924@{#481} OS Windows (7,8,10) Pre-condition: Change the browser language to 'Arabic' What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/autofill 2. Click on 'Add address' link such that dialog box gets open, observe. Actual: Unnecessary scrollbar is seen on Autofill dialog box Expected: Scrollbar should not be seen. This is regression issue, broken in 'M 56' and below is manual bisect info: Good build:56.0.2920.0 Bad build:56.0.2922.0 Note: Issue is not seen on Linux and Mac OS.

Tested on Chrome Stable Version #59.0.3071.115 in Windows 10, unable to reproduce the mentioned issue. Navigated to ‘chrome://md-settings/autofill’ and verified “Scroll bar”, which is not displayed, if the user tries to add Address in Autofill screen, when Chrome is set to Arabic. Note: Verified on Beta, Dev and Canary, behavior is same as in Stable. Please let us know if any information is required. Thanks.
