No scrolling after expanding a web page

Issue description

Device name:Nexus 5X

From "Settings > About Chrome"
Application version:Chrome Beta 56.0.2924.23
Operating system:Android 7.0

URLs (if applicable):Kickstarter.com 

Steps to reproduce:
(1) Go to the comments section of a project
(2) Click the show older comments at the bottom of the page
(3) No more scrolling for you! 

Expected result:
To be able to scroll up/down through the comments

Actual result:
The page just jumps back to the same place when I try to scroll. (Seems like a css issue relating to the perceived page height changing.)

Thanks for your report! I couldn't repro the issue on Nexus 5x/ 7.0 on 56.0.2924.23. Can you attach video and bug report (if possible) for further triaging ? 

How to take a bug report on Android devices:

'Settings' -> 'Developer options' -> 'Take bug report'

Note:
You must have developer settings enabled.

Enable developer settings:

Go to the settings menu, and scroll down to "About tablet” or “About phone.” Tap it.
Scroll down to the very bottom, where you see "Build number." 
Tap the build number seven (7) times. After the third tap, you'll see a dialog that says you're four taps away from being a developer. On the seventh tap, you’ll see a dialog that says developer setting are enabled.

Thanks! 
I already have USB debugging and developer settings active. But for some reason I can't see the "Take bug report" in the development settings. 
I'll investigate further and see what I can come up with. 
I have attached a video of the problem. (Sorry about the background audio, I didn't know the app would record sound.) 
In the video you can see me reproduce the error. 
This is what happens:
1.) I scroll the page without problema
2.) I press the " show older comments" button. 
3.) I can't scroll anymore.
