Steps to reproduce: 
1.Launch Chrome
2.Google search anything ex. google > Turn off internet 
3.Long tap on any link & select 'Download link' from context menu 
4.Go to Downloads from Chrome menu (Observed download pending progress)
5.Turn on internet (wait for a while) > Observe 
6.Try tapping on resume & cancel button > Observe 

Observed behavior: 
Download pending progress is observed in downloads home & unable to resume and cancel it 

Expected behavior: 
User should able to resume and cancel download progress or download progress shouldn't be seen in download home when internet is off
