Regression: Text box of Add expression is not seen completely in Source section of devtools

Issue description

Chrome Version: 56.0.2924.28 (Official Build) (64-bit) 5079bb60c246eb7de76df56f3335ef542f87c4c3-refs/branch-heads/2924@{#481}-32/64 bit
OS : Mac(10.11.6, 10.12.1), Windows(7,8,8.1,10), Linux (14.04 LTS)

Steps:
1. Launch Chrome, open devtool on NTP and go to Source section.
2. Click on Watch tab, click on Add expression ('+') icon and observe

Actual: Text box of Add expression is not seen properly i.e Text box is not completely visible, right border of text box is not seen (refer screenshot)

Expected: Text box of Add expression should be seen properly

This is a regression issue broken in M-54, will soon update the bisect info.

Good build: 54.0.2802.0
Bad build: 54.0.2803.0

Using the per-revision bisect providing the bisect results,
Good build: 54.0.2802.0 (Revision :406441)
Bad build: 54.0.2803.0 (Revision :406716)

You are probably looking for a change made after 406483 (known good), but no later than 406484 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.

Issue is still seen on mac os 10.12.2 using latest chrome canary M57 #57.0.2980.0 .

@pfeldman-- Could you please take a look into this.
