Regression: Weird behavior of scroll bar is seen in Wi-Fi network drop down in chrome://settings

Chrome Version:  57.0.2950.0/9083.0.0 dev channel Daisy, Peppy, Candy, Mighty
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user>> go to settings>> go to Internet connection settings>> click on Wi-Fi network settings>> try to scroll on the drop down for available networks>> now try to scroll up out of the drop down>> make sure scroll should be enabled in drop down>> and observe

Expected: Weird behavior of scroll bar should not be seen
Actual: Instead weird behavior of scroll bar is seen (Refer video for the exact issue)

This is a Regression issue as no such behavior is seen in chrome://md-settings

Issue is not applicable to Linux and Windows

This is a known minor issue in the old Settings UI. It does not affect MD Settings.
