Regression:Shortcuts overlay closes after resizing devtools window.

Chrome Version: 56.0.2924.28 (Official Build)Revision 5079bb60c246eb7de76df56f3335ef542f87c4c3-refs/branch-heads/2924@{#481} (32/64-bit)

What steps will reproduce the problem?
(1)Launch chrome and open NTP,press 'F12' to open devtools (dock to bottom)
(2)Click on 'customize...' > Shortcuts ,press ctrl key and middle mouse wheel to zoom in window.
(3)Now try to resize the devtools window and observe.

Actual: Shortcuts overlay closes after resizing devtools window.

Expected: Shortcuts overlay should not close after resizing devtools window.

This is a regression issue broken in 'M48' and below is the manual regression range

Able to reproduce the issue on win10 chrome version 57.0.2955.0

Not sure if this is a regression issue: the settings window closes on any clicks outside of the dialog.

Unassigning to move into Devtools list.
